Google serves a different result set on google.ie, the competitor set is smaller and more concentrated around Dublin, and a .ie domain and an Irish address carry weight a UK equivalent does not. The method is the same; the research, the entities and the local signals are not. Reusing a UK page unchanged is the most common reason Irish rankings stall.
No, but it helps and it removes doubt. Google can work out where you trade from your content, your address, your links and your Search Console settings, so a .com or a .co.uk can rank perfectly well in Ireland.
